Mid-Term Review: Tracking Progress of the Regional Youth SRHR Fund

Adolescents and young people are at the heart of sustainable development, yet across East and Southern Africa (ESA), they continue to navigate complex barriers to sexual and reproductive health and rights (SRHR). Recognizing the urgency of youth-led solutions, Hivos Southern Africa commissioned PRIM Zambia to conduct a strategic Mid-Term Evaluation of its Regional SRHR Fund—a flagship initiative spanning five countries and designed to amplify youth voices, strengthen advocacy, and drive inclusive policy change.

As the lead evaluation partner, PRIM Zambia was tasked with assessing progress at the critical halfway mark of the 2023–2026 implementation cycle. Our mandate was clear: deliver a rigorous, forward-looking assessment aligned with international evaluation standards, while ensuring that regional dynamics and youth-centered programming remained central to the review. Drawing on our deep expertise in monitoring, evaluation, and learning (MEL), our team coordinated seamlessly across Malawi, Kenya, Uganda, Zambia, and Zimbabwe to capture a comprehensive, multi-stakeholder perspective on the Fund’s trajectory.

This evaluation underscores PRIM Zambia’s commitment to evidence-informed development. By aligning with OECD-DAC criteria and embedding adaptive learning principles, we ensured that the review would not only track progress but also surface strategic insights to optimize implementation, strengthen partner capacity, and enhance long-term program sustainability. Our approach prioritized contextual sensitivity, ethical engagement, and actionable reporting—hallmarks of PRIM’s work in complex, multi-country programming.

Delivering mid-term evaluations at this scale requires more than technical rigor; it demands a nuanced understanding of regional policy landscapes, youth empowerment frameworks, and the operational realities of civil society organizations.
